Tricky Question.
If you mean who go in the restroom, exposes the correct amount of body parts to the porcelain fixture, urinates, get rid of drips and extra wetness, re-clothes, flushes, washes and dries their hand and then exits the restroom first, later I'd have to utter it's hands-down, MEN. Becasue of basic "technique differences" due to anatomy, clothing styles and cultural conditioning, women enjoy more preparation and follow-up to perform until that time and after.
Now ... if you are talking around the act of urinating itsself, i.e. a matter of some debate - other has be, and I suspect it always will be.
Personally, I believe that this is NOT split along sexual characteristics lines as your question assumes, but along personal lines. For instance, regardless of gendar, some people's bladders are larger than others, or enjoy mroe muscle-tone than others. I suspect that there are going to be other variation in the diameter of the urethra and size of the urinary sphincter at the bottom of the bladder that also rise and fall between individuals.
So in short, I enjoy to say your cross-examine is invalid. Sorry.

Has less distance to travel to exit and we own smaller bladders. :P
